Locations & Spawning
The first step is to make sure you complete all quest steps for Fang Yao, He Youzai, and the White-Robed Elder. Check out our Fang Yao Guide , He Youzai Guide and White-Robed Elder Guide for full walkthroughs on how to do this. This allows Fang Yao, and He Youzai to be present in Chapter 4, and also unlocks the boss fight with the White-Robed Elder at the 
Tomb area.
