Hand it to Li Dingo by the Zhenwu ANtechamber shrine.

How to Acquire Secret Letter

Avian Dwelling : Proceed from the Avian Marsh Shrine shortcut above. Continue walking the pathway onward towards the tree branch paths until it leads inside a broad, large tree, guarded by two enemies. The pickup is on the right inside the tree.
